Why the device is not optional in the UK
Under the Environmental Protection (Single-use Vapes) Regulations 2024, a vape is single-use if the battery cannot be recharged or the pod cannot be replaced. The device exists to fail both of those tests on your behalf.

Two separate answers are needed, not one. A rechargeable device with a sealed non-replaceable pod still fails, and so does a swappable pod on a disposable host. The format only holds when both conditions are true.

Pod only
You already stock a compatible host. You take the consumable and leave the hardware to someone else — the lowest entry cost into the category.
Starter kit
Device, pod, cable and retail box as one SKU. The version that gets a new customer into the ecosystem, and the one that carries the highest kit value.
Device + pod subscription
Sell the hardware once, then supply pods repeatedly. The economics of a replacement pod range live in the repeat order, not the first shipment.

Not necessarily. The device exists so the pod has a host that keeps the format legal under the UK single-use definition. Some buyers take the pod only, others take both.
Yes. Device branding, pod branding and packaging branding are three separate surfaces and are specified independently.
